Release version 2.20

This is a planning issue for releasing version 2.20

For #359 I will try to push a wheel with this release. Also, there hasn't been a release since Sep 2018, so it's time.

Version 2.20 tagged and pushed to PyPI (https://pypi.org/project/pycparser/2.20/)

The wheel is there too: https://pypi.org/project/pycparser/2.20/#files

I did some standard post-push testing and it looks good, but please LMK if you see any issues.

Given that pycparser gets downloaded ~800K times on weekdays (https://pypistats.org/packages/pycparser) and there's a clear uptick yesterday (to update to the new version), it looks like things are going smoothly.

I tried installing the new version on different machines, looks good too.

Will keep this issue open and pinned for a few days - if any new issues arise please link them here too.
