Brainstorm a way to indicate responsibility to non-project members when a question they've raised has been responded to

@npmccallum suggested an action that would allow project members to indicate that it's the filer's responsibility to follow up when a project member has answered a question -- perhaps by using assignment. This would likely look similar to the existing assigned action for PRs, and would hopefully cut down on orphaned issues.
