Internal citations to other parsed parts under the same title are not identified

40 CFR 271.1(j)(1) refers to 40 CFR 264.1(f)(3) and 265.1(c)(4)(ii). These references are not identified as internal citations.

Is there a workaround for this? We are encountering this at the FEC. When parsing 11 CFR 111, citations to 11 CFR 1.2 are reported as:

Missing citation?  1.2 Label(cfr_title=None, part='1', section='2', p1=None, p2=None, p3=None, p4=None, p5=None, p6=None, p7=None, p8=None, p9=None)

There is not; all of the layer parsers only have the context of the regulation tree they're currently parsing. Unfortunately, the database model is still very blob-oriented (see #358 for an attempt to clean that up), so we can't query it easily.
