Revise Create L2 Testnet Tutorial

Description

The tutorial is outdated and broken. We want to use op-deployer instead of a deployment script and add op-challenger to support/address fault proofs. Both of these key components are currently missing. Once this tutorial is updated, 2 dependent pages will also need to be revised: genesis AND smart contracts. All 3 pages will need revision.

Acceptance criteria

• In the tutorial, op-deployer is used instead of a script
• In the tutorial use official releases and provide recommendations on correct release versions (specified by op deployer)
• In the tutorial include op challenger for permissioned dispute games
• In tutorial reference creating genesis and rollup config file using op-deployer
• In the tutorial, next steps section points to general monitoring page or individual monitoring page for each component
• consider if two dependent pages (genesis, smart contracts) need to be deleted/removed under deploy section due to redundancy OR if we use the content reuse feature to import a snippet to keep these pages in sync

User stories

Primary #1 tutorial for having users run the opstack. It is currently out of date and frustrating for users. We have redundant information that is not synced across the pages so it is confusing.
