Fix issues with prior redirects

There are some redirects from transition put in by content team in prior issues that aren't working. We need to figure out why and rewrite those redirects to make them work before we can remove those files.

Completion criteria:

• Fix redirect for https://transition.fec.gov/ans/answers.shtml (see [PR 97])(Update transition redirects for quick answers fec-proxy#97)
• Fix redirects for all Commission form and form instructions PDFs - not able to find a past PR for this but we thought we redirected. We did redirect the actual forms page in Redirect FEC forms page fec-proxy#68.
• Add needed redirect from https://transition.fec.gov/af/af_calc.shtml to https://www.fec.gov/legal-resources/enforcement/administrative-fines/calculating-administrative-fines/

Looked at the code in transition and in www for the current redirects and I see the issues (there's more than one) - should be pretty easy to fix though.
