Draft new pages in H4CC for vice presidential candidate guidance

Summary

What we are after:
Providing guidance on the law to vice presidential candidates.

In #2860, OGC pointed out in their review of the edits that there were issues with just adding in vice presidential candidates here and there into existing H4CC pages. As they noted, "The regs are few and far between on VP candidates – and it might be confusing to add them into the existing text (in some places and not others – where they are not included in the reg)."

They suggest creating a new page just for vice presidential issues, "broken down by ALL VP candidates, then sub sections with Major Party and Minor Party candidates." The new page should include relevant regs and AO 1992-31 (Bevel) which addresses VP issues.

• Legal research for page
• Draft the new page.
• Draft a second new page on public funding implications
• Incorporate the public funding page and other pages on recordkeeping and debt already drafted into the intro language drafted for the new bucket.
• Circulate all of this to content team for review.
• Make content team edits

Future work

• Add the new draft pages to Circulation ticket: Get approval for the remaining draft presidential pages from stakeholders #3046 (circulation ticket)
• Once edits approve, create Wagtail page as child page in Candidate registration bucket.
• Update collection page to add link.

Doing the legal research and reviewing OGC's comments on our initial drafts, I think we may end up needing to draft two pages in this ticket. One would cover basic H4CC issues like registration, bank account and filing, be a child page of candidate registration and be cross-linked where needed. The other page would cover the public funding aspects for vice presidential candidates, be a child page of the public funding bucket and be cross-linked where needed. Sound good @AmyKort?

I've drafted both new pages and updated the completion criteria above to indicate that there are two pages being drafted for this ticket. Will update our work plan to note that too.

I like to let drafts sit overnight before finalizing them; that way anything I didn't think of earlier has a better chance of being incorporated. So I'll do that and finalize the drafts to send around tomorrow.

I just realized we also need to slide the three public funding pages that have both primary/general info (VP info, debts, recordkeeping) into our intro landing page for them. Will send that updated language around to the team as well.
