Summary

What we are after:
When we scraped the press releases, the scraper grabbed the main body HTML, but didn’t really clean up much when it was ported over, resulting in some pretty ugly press releases. This ticket is to clean up the ones that are deemed Guidance docs:

The press releases that are guidance documents have been cleaned up. Because they contain official Commission guidance and wording approved by the Commission, I did not alter some wording to conform with our current stylings, but left as approved.
