Make a plan for getting 2015-2018 prior notice and election pages off transition

Summary

Prior to 2018, the prior notice and election-specific pages were created in contribute. Since the site migration, these pages have been housed on the transition site. We need to figure out if these sites will stay on transition or be migrated to fec.gov and/or live on Infoweb.
