Link asterisks in E&J citation pages to the proper appendix page

Summary

What we're after:
As a legal researcher, it would be nice if the E&J citation pages actually linked to the appendix pages.

Previously, there was just an asterisk and the users were on their own to find the right appendix. Now we are cross-linking the appendix and citation index. This ticket is to add the links to the new appendix pages to the citation index.

Completion criteria

• Asterisks in the E&J citation pages link to the proper appendix page. (Note in some cases they are linked to old transition pages and in some cases, not linked at all. All will need to be linked to the new pages.)

Tech steps or considerations (optional)

We will need to use the E&J tables spreadsheets (in the tabs marked cite) to do these links, then copy/paste into the Wagtail tables.
