After 12/27 release deployed: Test redirects merged into 20.1

What we're after:
As a user, I don't want outdated content and want to be correctly redirected.

• Test redirects merged into 20.1 release work (both the transition and the new www - see PRs linked above)

• Wagtail redirects as needed

• www redirects are merged if needed (they probably will be needed)

• Testing ticket created if www redirects merged

• Redirect spreadsheet is updated

• Pages added to take-down ticket if they are redirecting properly

Needed to put in a small fix for the legislative history redirects. They should be deployed in the 1/10 release. Once deployed, I will delete these pages from transition.

The legislative history redirects are now working correctly. These files have been deleted from transition.
