Update key web pages with new URLs for guidance search documents

Summary

What we're after:
As a content manager, we want to make sure the latest URLs are used for important documents on the site. Once the site map is launched, we will put redirects in place, but still it would be good to ensure that major pages are using the latest URLs in links.

Completion criteria

• H4CC pages are updated with the new URLs for Forms and Guides,
• Forms page is updated with the new URLs
• Policy and other guidance page and related pages are updated with the new URLs for those FR notices
• Presidential pages are updated with new URL for guideline for presentation in good order
• Enforcement pages are updated with new URL for enforcement documents in guidance search -do after deploy of Document URL field for document list #5885 on 9/19
• Collection pages for H4CC are updated with the new URL for Guides (this is hard coded but easy to do) - related PR merged; will be deployed on 9/19

Updated on 9/1:

• The Form URLs on https://www.fec.gov/help-candidates-and-committees/forms/
• The link to the Guidebook for Complainants and Respondents has been updated on several pages. I wasn't able to update it on https://www.fec.gov/legal-resources/enforcement/procedural-materials/ since that page uses a document list template and I can't put in an external link to the file in policy-guidance. cc @johnnyporkchops

Update: We are putting in a PR to fix this at #5885 and can update after 9/19.

PR in progress to update the Guide URLs on the Guides pages.

Many H4CC pages were updated to link to the new form URLs. The spreadsheet linked in the ticket lists the URLs that were changed. In quite a few cases, I changed the link to point to the Forms page itself rather than a specific PDF, so that users can see all the formats for a specific form. I did not update older reporting pages, Record articles and tips. The redirects can take care of those links.

Now on to the policy PDFs...

9/20: Enforcement pages and miscellaneous items are updated. Am about halfway through the various Federal Register notices that appear on the Policy page and am also updating them on H4CC pages and in the case of Commissioner Compliance Tips, the press release had a broken link so I fixed that.

The Policy and other guidance page has been updated as well.

Between this update and the redirects, we should be in good shape. We'll fix anything we find that broke that comes up. Closing.
