Ship Windows ARM binaries

Rancher Desktop have Windows ARM on their radar and would like at some point to have a Spin build for this OS-architecture pairing.

This is low priority at time of writing, "but eventually desired."

This continues to be a low priority; we have not observed an uptick in demand for Windows on ARM support. I still think this will eventually happen, but we don't seem to be close yet.
