Having negative excludes will allow for some directories or files to be excluded by default except for the machines where they are needed by putting a negative exclude into the host-specific include folder. It will also allow the overriding of any rules that are put into the exclude-default. A more advanced implementation would allow the inclusion of subsets of a previous exclude - acting as an include.
