UI Problem - Dragging Feats Deletes Feats

Dragging feats can delete a feat out of your feat list and there is no Undo. Often it is done by accident and not intentionally (Misclicks).

Reproduce:

1. Have a character with a feat
2. Begin dragging the feat in the list
3. Drop feat in same position
4. Feat will disappear
5. Feat will also delete another feat if released over the other feat

Expected result:

Dragging a feat over itself should not delete the feat
Dragging a feat over another feat should reorder the list and not delete the feat or leave the feat in same position
Feats should only be deleted by pressing the delete icon on the feat
