Describe the change

Short of CI auditing to prevent regressions of the accessibility improvements in progress in freedomofpress/securedrop#5972, we can at least suggest tools contributors can use to audit the accessibility impact of HTML/SASS changes they submit.

How will this impact users?

Contributors will be informed of a baseline standard for evaluating the accessibility of new front-end changes and equipped with tools to help them do so.

Prompted by freedomofpress/securedrop#5972.

Additional context

This could also be added a checklist step in the securedrop repository's PR template.
