Reopening wallet selector takes seconds

The wallet selector reopening should be listing accounts instantly as all of the extensions are just local + even if it takes some time for them to respond we should at least display previously loaded accounts. If needs to be loading $ values of assets this should work with the old value possibly displaying skeleton like animation on the actual value or some loading spinner to show that this is being currently polled. There is no reason to wait for this for 10 seconds. (Even 2 seconds)
