[GDPR] Transfer of Data to another service provider #6082

Galaxy has most of the APIs for this (but I've had mixed success with importing histories). We need to implement a script that allows for:

transferring ALL histories to another galaxy
transferring all workflows, (pages?, viz?)
I don't think we need to transfer data libs since those are more owned by the SP than the user. (At least until users can create their own data libs and manage them completely themselves.)
