USDA Plants doesn't have an API yet - been many years
Treffle and now FloraCodex may be workable?

Hello. Are you still looking at APIs? I'm the founder of Flora Codex and would love a chance to talk with you about using ours. The documentation pretty much does not exist, yet, so there's a lot in the API that people don't realize is available to them.
