It would be good to get a 0.10.0 release out, so we start to distribute Python 3.13 wheels (we should also add a note about that in CHANGES.md)

No, there is nothing release critical in there (it's mostly trying to improve the caching and some cleanup)

Ideally I'd like to cut the release today; we're nearly there on all outstanding PRs tagged to this release. However, we're now seeing a bunch of our conda tests failing in ways that appear unrelated to changes on our end, so that may set us back a bit.

I think it is geos 3.13... at first sight the tests started failing when it first got in use.
