We have a list of packages that can be installed, and we can search it with porter mixins search NAME. But what if I want to just list all of them? Let's add a command that let's me list them.

As a separate PR/story indicate if it's installed already, e.g. a column with Installed = yes/no.

I'm a dork and forgot that you can accomplish this with porter mixin search without a query. Let's tweak the help text to make this more clear. Maybe a second paragraph that says "Omit the query name to see a list of all available mixins"?
