Add ability to achieve data viewer access in bigQuery for analytics data

Problem Statement

in order to access my data in the best way I would like to not have to trough the analytics rest API, but perform my analysis directly in bigQuery. Closely linked to #76592

Solution Brainstorm

As an owner of a project I want to be able to grant data-viewer access to the underying bigQuery dataset to an arbitrary bigQuery account. I would like perform this granting in the UI of the app.

Cost should not be a problem, since it should be payed by the consumer.

I would suggest to introduce this feature with the HUGE disclaimer, that there are no garantee regarding interfaces and table layouts does not change over time. Otherwise the user should use the REST-api or the app. In order not to lose any flexibility in future developerment.
