[portal-loop] Portal Loop should manage a local genesis_txs and genesis_balances

Description

This issue concerns adding functionality in the misc/loop subfolder where a local balance sheet, and a local transaction sheet is kept.

This is for the purpose of core contributors / core team being able to ensure an initial genesis state (premines, predeploys), without modifying the repo level genesis_txs and genesis_balances.
