If creating an account over OpenID connect, I am allowed to freely choose a username which will then be used internally. However, I am unable to change the username afterwards due to "Non-local users are not allowed to change their username. Please contact your site administrator for more details."

This seems inconsistent and not helpful to me.

This seems like a variant of #1124 to me – which is a bug report that has been fixed by a stale bot without actually being fixed.
