At first I thought it was me, I must have re-read the command line at least a half dozen times to make sure I hadn't made a typo. Then I used the list command and was confused the subcommand wasn't in there, so I double checked if I was running the correct version of Gitea and even downloaded the binary again to make sure the upgrade was performed correctly.
Anyway, I see the PR is merged so I'll close this issue.
