Feature Description

Is it possible to have organization permissions?
this is, to allow a user (or group of users) to create and manage repositories under a created organization (and not in all the gitea server9

You can set the maximal repo count for a user to 0 in the admin settings. Then, you can create a team inside an organisation and allow for every member of the team to manage specific repositories or create new ones inside that organisation.
Is that what you wanted to know?

You can create a team with admin permission.
