Feature Description

I think it would be beneficial, or maybe I don't know how to (NOOB), to refresh the custom items via the GUI.

I have been adding custom gitignores and readme.md templates to the file system, however in order for the changes to be found (at least in my docker stack instance), I have to restart the gitea container.

You may explain what you are doing. I don't get it but it sounds wrong.
