Add block visibility settings to dynamic blocks

It doesn't seem like there's a good way (that I can find) to register custom block attributes on any dynamic/server-side render blocks outside of the initial block registration.

Block visibility settings are excluded from dynamic blocks (excluding LifterLMS dynamic blocks which are registered with our visibility settings by default).

I've proposed a filter in the Gutenberg repo to make this possible: WordPress/gutenberg#15707
