Track creation of new surveys (potentially through Google Analytics)

for general access (the first point), who has the access to openforisinitiative account can see all the access.

regarding the survey creation, we have to add a custom event or just query the database.

Note "data collection" has a specific meaning in the context of Ground, perhaps "Track creation of new surveys in Google Analytics" would be clearer.
