Too many concurrent pipelines commands means one of the HTTPS requests to list zones is timing out:

RuntimeError: Job failed with error "run": building request: expanding zones: listing zones: Get https://www.googleapis.com/compute/v1/projects/project-name/zones?alt=json&prettyPrint=false: net/http: TLS handshake timeout

Specifying a zone instead of a prefix fixes the problem (eg us-east1-d instead of us-east1*).

Perhaps we could retry these requests more effectively.
