HelpPopover has been moved to UIKit and is now called HelpMark
Since we no longer use the @gravity-ui/components library, it has been removed
New Popover and its interaction: it now requires a React.ReactElement as a child; otherwise, it won't open. Additional changes:
For TextContent, you now need to explicitly set icon to undefined because within the Alert component, there is a type check for the icon prop
