Install instructions fail with the latest go version 1.20.1

The very first install command listed on README fails due to chances in go get command :

# go get -u github.com/greenpau/cni-plugins/cmd/cni-nftables-portmap@latest

go: go.mod file not found in current directory or any parent directory.
        'go get' is no longer supported outside a module.
        To build and install a command, use 'go install' with a version,
        like 'go install example.com/cmd@latest'

        or run 'go help get' or 'go help install'.
