[Urgent Breaking Change] Refactor GitHub Actions

Several project GitHub Actions are being deprecated on 14.11.24, and when they do the pipelines using them will fail.

   uses: actions/upload-artifact@v3

Note that its both the Upload and Download actions that are being deprecated, so both will need to be replaced.

I am unaware as to how important these pipelines are - those on the project should identify how important they are and plan accordingly.
