Menus are in the wrong place

The menus are not in line with the cell being edited and can be overlapped by other cells making selecting anything very difficult.

It is probably OK for them to overlap the cell above while editing, but they need to be opaque and above other cells. If not possible, then the page needs to expand to leave space for them.
