Currently we make a datapackage once a week for last 120 days

However, people are asking us for historical data as well (e.g. last 10 years)

We should have datapackages for historical data, for example, a datapackage for every year

These datapackages could be rebuilt on the following conditions:

• when datapackage logic changed (e.g. we added new services or fixed some bugs)
• preiodically - because maybe the source data changed

need to determine if we really need to rebuild or not
