there are a lot of closed issues (usually labeled knesset bug / knesset notified etc..) - need to go over them and see if they reproduce on the latest knesset api

should document any such problems in the dataservice docs - https://github.com/hasadna/knesset-data/tree/master/docs/dataservice
