old knesset site should show all legistlation data as the new legislation site does #134

reproduction steps

open private law proposal in new legislation site: http://main.knesset.gov.il/Activity/Legislation/Laws/Pages/LawBill.aspx?t=lawsuggestionssearch&lawitemid=2013815
look for the same proposal in the old site:
- http://knesset.gov.il/privatelaw/Plaw_display.asp?lawtp=1
- search for "השפיטה" - which appears in the title of this private proposal
- try to search for the proposal in other ways / by proposal number

expected

should find the private law proposal in the old Knesset site

actual

proposal does not appear in old Knesset site

notes

Open Knesset fetches it's law proposal from this old knesset site - and that's why Open Knesset doesn't get updated proposals

@maryLoi @shevyk please communicate this to Knesset, this bug causes Open Knesset to not get law proposals
