[Bug]: aws_rds_cluster copy_tags_to_snapshot field not reflected when specify restore_to_point_in_time block

Steps to Reproduce

1. Execute terraform apply the above Terraform configuration
2. Execute aws rds describe-db-clusters --query "DBClusters[?DBClusterIdentifier=='source-cluster' || DBClusterIdentifier=='clone-cluster'].{DBClusterIdentifier: DBClusterIdentifier, CopyTagsToSnapshot: CopyTagsToSnapshot}" . Expected clone-cluster's CopyTagsToSnapshot is true, but was false.
