Privisioner habbitat, Supervisor Secrets, Remote control

Provisioner options need to be extended to control supervisor secrets.

I am aware of at least these two needed:

• HAB_CTL_SECRET to be provided (and shared back if generated)
• configure listen-ctl URL, as listen-ctl=0.0.0.0:9632 (default is 127.0.0.1, so it's useless for remote control)
