Due to the incoming merge of #1126, and transitively mpickering#26, we will depend on cabal-plan-0.5.0.0.
The package cabal-plan-0.5.0.0 requires a cabal-version of 2.2 or higher.
Stack lts-11.18 ships its own version of cabal-install which is version 2.0.0.1 and its Cabal version is 2.0.1.1
Thus, I think we have to drop stack support for GHC 8.2.2.

This is a duplicate of #1087.
