request: offer makers to be able to set minimum account age that can take their offers. for fiat/personal/national/paypal/wire etc account types. #1214

To minimize the chances for newly created "bad" accounts taking offers, make a user select-able option when creating offers how old account data should be before other party is able to take my offer that is online.

If i want to take an offer, i am more comfortable taking one that has account data that is weeks old vs days old.

If i make an offer, i dont have this same control. someone with newly obtained account details can create haveno account and take my offer.
Obliviously this is not perfect but should help a good amount as bad accounts are probably used and burned quickly so an older account should be more trusted in general.
