Add Harm Reduction Metrics - Syringe Exchange Sites

We need to calculate metrics to syringe exchange sites, and add to the OEPS platform.

Data is available at https://nasen.org/ - perhaps we connect with their team to check in on best approach for accessing data at once for calculation, and link to resources through OEPS as well.

This should be in the May 2025 release, but hopefully we can make it available much sooner. Ideal activity for Spring 2025 GRA.
