Update the OEPS data metrics to most recent data; recommend using reproducible code in OEPS hub.

Ideal Activity for Spring 2024 GRA.

Let's generate a working table/sheet that indicates all the census-derived variables, links to the code book (in geoda/opioid-policy-scan) if it exists, to start? May help in organization and planning this spring, and into future.

For example, unemployment is currently under an "economic variable calculation" codebook, and Gini Coefficient is in a different codebook. We could generate 1 codebook to calculate all economic measures at one time for 2023 5-year average, but that codebook could be shared in future.

(Could also do this for all census measures at once, for each spatial scale?)
