Slash commands not useable in Forum Channels

After testing only admin level users can use slash commands in Forum Channels.

The following are true as of 3/26/2024

1. Users can use the bot with base permissions in standard channels
2. Users cannot use the bot with base permissions in Forum Channels
3. Admin users only can use slash commands in Forum Channels

Slash commands do work in

1. Standard Text Channels
2. Public Threads within those Channels.
