Closing because it doesn't seem that interesting anymore. Details can be (or probably already are) given in other PRs. The only interesting provisioning strategy right now is cloning, and I'm writing about that soon.

Is there another issue that covers cloning, enabling & disabling cells? If not should we just rename this issue and remove the bullet point "What happens when a cell is instantiated" ?
