Followup to #3208
Panel v0.13.0.

I'd like to set the default app to serve, chosen from a set of served apps.

This won't work:

--index /absolute/path/to/default_app_dir
--index /absolute/path/to/default_app_dir/main.py
--index default_app_dir

The only thing that works is:

--index /absolute/path/to/index.html
