Summary

When dragging splitters on a smartphone, they stop moving after a few pixels.

Steps to Reproduce

On a smartphone or in Chrome desktop's mobile device mode, drag a splitter to resize a section.

Expected Behavior

Splitter should keep following the cursor while dragging, even if it moves in large steps.

Actual Behavior

Splitters can be dragged only by a few pixels, then they stop and have to be grabbed again.
