Split-screening apps doesn't work #312

OS & device:

Android 13, Google Pixel 4a.

How to reproduce:

Open any two apps.
Open app list
Tap & hold one app icon
Select "Split top"

Expected: selected app becomes split-screened into top half of screen

Actual: selected app moves up a bit in app list, but no actual split-screening occurs, and selecting any app reverts to regular fullscreen mode.
