Address #695. Issuer estimate of revocation status per revocable credential without proof (note that
GET /revocation/credential-recordtakes cred-ex-id or rev-reg-id+cred-rev-id; 404 implies credential not revocable). Allow for revocation by cred ex id.Move revocation operations from
issue-credential/torevocation/: they are not in RFC 36 that issue-credential/ banner advertises.
