Can't add text below image if no text exists there already

When there is an image as the last thing in the content section the user is unable to add text afterwards as there is no way to put a new paragraph there without either deleting the image and placing a few 'enters' and reinserting the image with a paragraph below. Is it possible to have a 'text' component to enable inserting standard text into the the content?

I haven't tested but I imagine it might also occur when there are two images in a row without any text in between.
