Update misconstrued charter atom_ids that changed fond

Accessing https://www.monasterium.net/mom/AT-HHStA/AUR/AUR_1519_I_10/charter leads to an error. At some point, parts of the previous "AT-HHStA/StGeorgOrden" (now empty "AT-HHStA/StGeorgs-Orden") were transferred to "AT-HHStA/AUR".
During this, atom_ids appear to have been changed manually. One misconstruction concerns the following charter:
tag:www.monasterium.net,2011:/charter/AT-HHStA/StGeorgsOrden/AUR_1519_I_10 (exists in db)

It is unknown how many of such charters exist (beyond this fond). Besides fix, this requires a general discussion on atomid mutability, the digital object lifecycle, and data quality checks.
